A Series of Public Awareness Short Videos on Changes Related to European Integration Published to Mark the Opening of Cluster 1 ‘Fundamentals’

EU Project Pravo-Justice implemented by Expertise France, together with the Office of the Deputy Minister for European and Euro-Atlantic Integration and the High Council of Justice has produced and published a series of public awareness videos on the key changes set out in the Rule of Law Roadmap.
The public awareness short videos are designed to explain to citizens, in simple and clear language, what impact the reforms in the area of the rule of law will have on their daily lives. These are changes intended to make justice more accessible, court procedures more understandable, and the protection of human rights more effective.
The series covers the five key themes of the Roadmap: digitalisation of justice; enforcement of court decisions; right to defence; judicial independence; and protection of whistleblowers.
Through real-life situations that everyone can relate to, the videos explain how electronic services can simplify access to court, why court decisions must be enforced, how high-quality legal aid protects people in difficult circumstances, why an independent court is a guarantee of justice, and why those who report corruption or other socially important violations must be protected.
“The rule of law begins with public trust in justice, and trust is impossible without understanding how the judicial system works and what rights each person has. Today, in the process of Ukraine’s European integration, it is extremely important not only to implement reforms, but also to explain their content and practical significance for society. These social videos help to make complex legal issues understandable for citizens, show how changes in the justice sector affect people’s daily lives, and contribute to the formation of legal culture and trust in state institutions,” said Hryhorii Usyk, Head of the High Council of Justice.
“The sustainability of reforms depends not only on the quality of legislation, but also on whether citizens understand their rights and are able to make use of the mechanisms for their protection. A well-aware society creates a demand for effective justice, respect for human rights and the state's accountability to its citizens. That is why the rule of law is not an abstract requirement of the negotiation process, but a principle that people should experience in real life: through accessible justice, the enforcement of court decisions, the effective protection of rights, and the State’s accountability,” said Oksana Tsymbrivska, Team Leader of EU Project Pravo-Justice.
Communication of reforms is an important component of European integration. After all, changes in the rule of law should be understandable not only for professionals, but also for citizens who interact with courts, justice sector agencies, lawyers, public services and other institutions on a daily basis.
In the future, the public awareness short videos will be shown on national TV channels and in public transport. The main goal of the campaign is to raise public awareness of the qualitative changes on the path to the EU.

*The Rule of Law Roadmap was approved by the Cabinet of Ministers of Ukraine on 14 May 2025. This is a comprehensive strategic document that defines key priority areas for reforms in the areas of justice, prevention and combating corruption, ensuring fundamental rights, as well as justice, freedom and security.
